Wherever possible, Functional Skills assessments must be invigilated by someone who has not been involved in preparing or teaching the learner, as set out in the Functional Skills English, Maths: Instructions For The Conduct Of Examinations (ICE) guidance.
In exceptional circumstances, where all reasonable efforts have been made to arrange an independent invigilator and this has not been possible, centres may submit an Invigilation Exemption Request for consideration.
This exemption process should only be used where adequate alternative invigilation arrangements cannot be made.
Before submitting a request
Before completing the exemption request form, please ensure that you have:
- Read and understood the invigilation requirements within the Functional Skills English and Maths Instructions for the Conduct of Examinations (ICE) guidance.
- Explored all reasonable options for arranging an independent invigilator who has not been involved in the teaching or assessment of the learner(s).
Submitting a request
Complete the Invigilation Exemption Request Form 2026 to 2027
By submitting the form, you confirm that:
- You have read and understood the invigilation requirements set out in the ICE guidance.
- You have been unable to arrange an independent invigilator.
- The request relates to exceptional circumstances where alternative arrangements are not available.
After submission
Pearson will review the request and confirm whether the exemption has been approved.
Centres must not assume that an exemption has been granted until confirmation has been received.
